Sheltering-in-place is chosen when keeping people inside and protecting them from a hazard is safer than moving them through potentially dangerous areas. In a hospital, many patients depend on continuous life-support care, monitoring, and proximity to critical equipment. Transporting fragile patients during a hazardous event can destabilize them or disconnect vital devices. Hospitals can quickly control the internal environment—sealing doors, adjusting HVAC, and isolating areas—to limit exposure while care continues. Staff can maintain treatment without the added risk of evacuating patients through corridors and stairwells.

In contrast, schools, shopping malls, and office buildings typically rely on occupants who can self-evacuate and reach a safer location with established routes, making evacuation the faster and safer option in many scenarios.
